Manual-defrost uprights frost across the shelves because the evaporator coils run through them. That is normal, and the cabinet needs defrosting once the layer gets thick enough to affect airflow or block a basket.
Owners should never chip the frost off those shelves – the tubing is inside them and a puncture ends the freezer. Unplug it, empty it and let it thaw with the door open, using towels and bowls of warm water if needed.
