An igniter that glows without lighting the oven burner is the single most common gas-range fault. The igniter has to draw enough current to open the safety valve, and as it ages it glows but no longer pulls that current.
Owners can safely clean burner caps and ports and make sure caps sit flat. Anything involving the gas valve, the igniter or the supply line is for a qualified technician. If you smell gas that does not clear, stop using the range, ventilate, and call the gas utility or emergency services before anything else.
