Moisture sensing works by measuring conductivity between two metal strips inside the drum. Fabric softener residue insulates them, so the dryer reads clothes as dry while they are not. Wiping the strips with a little rubbing alcohol restores normal behaviour.
On steam models, the cycle needs a cold water supply; if it was never connected during installation those cycles simply will not perform. Owners can check both; heater and control repairs go to a technician.
